Does Website Blocking Reduce Online Gambling?

Author: Cyber Policy & Telecommunications Desk • Editorial Review: Legal & Cyber Taskforce
Gambling website blocking
A domain restriction cuts off access through a specific address.

A list of blocked addresses shows enforcement activity, not how many people stopped gambling. To measure an effect, analysts need to track reachability, replacement domains and completed payments over the same period.

What an access restriction measures

Komdigi and network providers may report blocked domains, URLs or content items. One operator can appear under several addresses, and one address can carry many pages. The count describes the units processed during that period. For the technical process behind an Indonesian site restriction, see How Indonesia Blocks Online Gambling Sites.

Friction and displacement

Payment restrictions
A bank review targets an account or payment route rather than a website address.

After a link stops loading, a visitor may leave, try a mirror or follow a new promotion. Takedown totals do not record which path they chose. Claims that blocking reduced participation need comparable access and payment data, ideally tracked over time.
