Updated 13 October 2026. The Ministry of Communication and Digital Affairs (Komdigi) reported handling 4.1 million gambling-related digital content items by 1 October 2026. The count covers content, not a matching number of sites, operators or people. Komdigi, 1 October 2026.
Enforcement snapshot: what the numbers actually measure
| Jurisdiction / operation | Period | Reported measure | Interpretation |
|---|---|---|---|
| Indonesia — Komdigi | Reported 1 October 2026 | 4.1 million gambling-related digital content items handled | Content actions; not distinct operators, convictions or verified unique websites |
| Indonesia — Komdigi / OJK | Reported 14 October 2025 | 23,929 accounts blocked in connection with online gambling | Financial-account enforcement; not an estimate of players |
| Singapore — Singapore Police Force | 1 May–20 July 2026 | More than 600 illegal gambling sites, apps and social-media content items blocked or taken down | Mixed digital objects, not a website-only count |
| Singapore — Singapore Police Force | 1 May–20 July 2026 | At least 6,900 attempted banking transactions blocked, worth more than S$600,000 | Prevented attempts; not seized criminal proceeds |
| Singapore — Singapore Police Force | 1 May–20 July 2026 | 60 people arrested or investigated | Mixed procedural statuses, not convictions |
Do not add these figures together. A content removal is not a blocked bank account; an investigation is not a conviction. More takedowns can also mean authorities found more material, not necessarily that gambling increased.
Why Indonesia is the critical test case

Indonesians often shorten judi online to judol. Komdigi restricts access to unlawful digital content, the Financial Transaction Reports and Analysis Center (PPATK) examines suspicious flows, and the Financial Services Authority (OJK) oversees financial-sector measures. Police investigate suspected crimes. Blocking a casino domain does not necessarily stop deposits through intermediaries or withdrawals through another account.
Komdigi and PPATK coordinate action on gambling-linked bank accounts. In October 2026, Komdigi said enforcement must address access and payment flows together. The ministry reported 2,087,109 gambling-content actions during 2025; this counts content, not unique operators.
Specialised products such as event-based prediction markets should be recorded under the action category and reporting period the authority actually names. Do not fold a product-specific block into general casino-site totals. See our prediction-market analysis for the Indonesian case.
ASEAN jurisdiction comparison
| Country | Enforcement lens | What to verify before comparison |
|---|---|---|
| Indonesia | Content access, bank accounts, suspicious payments and criminal investigations | Unique domains versus content items; OJK/PPATK reporting periods |
| Philippines | Offshore-gaming prohibition, PAGCOR oversight, National Bureau of Investigation (NBI) operations | Offshore POGO/IGL activity versus separately regulated domestic gaming |
| Singapore | Gambling Regulatory Authority (GRA), Singapore Police Force, financial-account misuse and access restrictions | Arrested versus investigated; websites versus apps and posts |
| Cambodia | Online-gambling controls and investigations involving suspected scam compounds | Gambling offences versus fraud, trafficking and forced criminality |
| Myanmar | Border-area scam networks and cross-border investigations | Whether incidents are gambling-related or primarily telecom fraud |
| Laos | Operations around special economic zones and transnational crime | Geographic scope, operator identities and case outcomes |
| Thailand | Illegal betting platforms, financial investigations and cross-border cooperation | Proposed policy changes versus law in force |
| Malaysia | Police action against illegal betting syndicates and payment channels | Online-only versus combined offline and online operations |
| Vietnam | Online betting investigations and cross-border cybercrime cooperation | Cryptocurrency evidence versus proven gambling proceeds |
| Brunei Darussalam | Restrictions and criminal-law enforcement | Availability of official, dated online-specific counts |
| Timor-Leste | Regulatory capacity and emerging cross-border exposure | Confirmed actions rather than inferred regional risk |
Country rankings would compare unlike reporting periods and units. Where an authority has not published a comparable figure, the monitor leaves the field unknown.
Philippines: the POGO distinction that changes the data

Philippine reporting distinguishes the prohibited offshore POGO/IGL sector from licensed domestic gaming. These categories are not interchangeable, and a National Bureau of Investigation (NBI) probe is not a conviction. See our policy comparison for the statutory history and licensing distinction.
Philippine gross gaming revenue (GGR) measures regulated gambling, not illegal offshore proceeds. Likewise, fewer licensed offshore entities after a ban do not reveal how many unlicensed operators remain.
Cross-border networks: why gambling, scams and trafficking appear together
Illegal gambling investigations sometimes intersect with cyber-enabled fraud, underground banking, shell companies, mule accounts, cryptocurrency wallets, money laundering and trafficking. In some compounds, victims have been forced into criminal activity. The United Nations Office on Drugs and Crime (UNODC) documents these overlapping networks. It would be wrong, however, to attribute every offence to every gambling operator. UNODC convergence report.
At the 27th ASEAN–China Summit in Vientiane on 10 October 2024, the parties identified telecommunications-network fraud and online gambling as cross-border priorities. Their 2026–2030 Plan of Action covers investigative cooperation, information exchange and asset recovery. Joint statement; Plan of Action.
INTERPOL and ASEANAPOL support regional cooperation, but national authorities determine case outcomes. INTERPOL figures for wider fraud or financial-crime operations must not be presented as ASEAN online-gambling totals.
What a credible enforcement trend must show

Removals, raids and account restrictions are outputs. Reachability checks and payment records show whether services remain usable. Household effects require separate measures, such as debt or reported losses. Keep these series separate when judging a trend.
An Indonesian follow-up test could revisit a consistent sample of blocked gambling destinations after 7, 30 and 90 days and record replacement domains. Payment analysis would distinguish attempted from completed transfers and count unique accounts. These are proposed measures, not official national results.
Data dictionary and verification rules

| agency | Reporting authority, such as Komdigi, PPATK, OJK, SPF, PAGCOR or NBI | Combining agencies' overlapping reports |
| action_type | Block, removal, freeze, seizure, investigation, arrest or conviction | Mixing legally distinct stages |
| count_unit | Content item, URL, domain, app, account, transaction or person | Calling all content items websites |
| amount_currency | Original reported amount and currency, such as IDR, PHP or SGD | Comparing currencies without conversion dates |
| case_status | Alleged, investigated, charged or convicted | Presenting suspicion as guilt |

Record reporting periods, count units and corrections. Unknown figures are not zero; duplicate announcements should not be counted as separate operations.
Practical checks for readers in Indonesia
Suspected gambling promotions or compromised sites can be reported through Aduan Konten. Cek Rekening accepts reports involving suspicious accounts. Save URLs, dates and screenshots when safe; do not transfer money to test an operator. An offshore licence image does not authorize gambling services in Indonesia. Komdigi guidance.
